But what is the real NCSWIC..?
Established by the Department of Homeland Security’s (DHS) Cybersecurity and Infrastructure Security Agency (CISA) in July 2010, the National Council of Statewide Interoperability Coordinators (NCSWIC) supports Statewide Interoperability Coordinators (SWIC) from the 56 states and territories, by developing products and services to assist them with leveraging their relationships, professional knowledge, and experience with public safety partners involved in interoperable communications at all levels of government.
CISA is the lead coordination agency for the NCSWIC and recognizes the critical role the SWICs serve in organizing and executing the interoperability effort in all the states and territories.
The Emergency Communications Advisory White Paper explains the difference between NCSWIC and organizations such as, SAFECOM, First Responder Network Authority (FirstNet) Public Safety Advisory Committee (PSAC), and National Public-Safety Telecommunications Council (NPSTC).
CISA RUNS THE NCSWIC.
“The November 3rd election was the most secure in American history. Right now, across the country, election officials are reviewing and double checking the entire election process prior to finalizing the result.
“When states have close elections, many will recount ballots. All of the states with close results in the 2020 presidential race have paper records of each vote, allowing the ability to go back and count each ballot if necessary. This is an added benefit for security and resilience. This process allows for the identification and correction of any mistakes or errors. There is no evidence that any voting system deleted or lost votes, changed votes, or was in any way compromised.
Yes, the same CISA responsible for telling everyone that the 2020 election was “the most secure in American history” and on and and on and on.. They put out official looking documents (they are a branch of DHS, after all) that tell us all these different things in all this colorful language — and yet I can’t help but not believe they are telling the truth. Probably because they’re lying.
How does this tie into the ‘Devolution Theory’?
The NCSWIC is the National Council of Statewide Interoperability Coordinators.
The NCSWIC is an organization that sits beneath CISA, which in turn sits beneath DHS.
What does the NCSWIC do?
Here are some examples (hint: look as far to the right as possible for the ‘ideal’ level of commitment (in the view of the NCSWIC).
Noticing any patterns? “Federal participation.” “National Incident Management System.” “Standards-Based Shared Systems.” “Regular Comprehensive Region-wide Training and Exercises.” “Inter-Jurisdictional and Inter-Disciplinary Daily Use throughout Region.”
The idea is that disaster planning and “continuum” is planned with substantial Federal participation (and therefore the centralized systems present in D.C. and other HQs) — not to replace or remove them in any way. Much of this makes sense if (pretend you are running CISA, DHS, FEMA, or any other organization looking to grow your Federal Budget Fiefdom) you think about it.
Now these organizations need to staff and budget in order to ensure even more effective communication between National and State groups.
There’s nothing ‘sus’ about all of this on the surface. You would generally want the maximum interoperable communications (humanly possible) between federal and state officials in examples like a natural disaster or a real terrorist attack. If you are the type that would want their help. Fairly plausible. That way, local officials know which hospitals have beds that can take wounded patients. Local firemen would have a way to directly communicate with the FEMA firemen sent in to support them. All of this is fine, in theory.
Suppose an EMP goes off, or there’s a civil disturbance and a large resulting fire (that authorities might want to put out — not a BLM fire) — but a particular fire house is inoperable. The SWIC is supposed to be able to keep ‘interoperable’ communications going between various statewide emergency service departments — possibly including even non government organizations, like volunteer groups. The NCSWIC is the group that sits atop the SWIC, in an attempt to ensure there is no ‘Devolution’.
Again, in theory, there’s nothing ‘sus’ about all this. If there were more widespread attacks on the power grid and local 911 dispatch was swamped — you might find it preferable to receive any help for your kitchen fire rather than nothing in a real emergency. It all really depends on situational perspective and what the end-state utilization of such communication lines are used for. In a ground invasion (after the EMP) of the continental United States by the CCP, Russia, Iran and their friends for example— this might be something that proves very useful.
On the other hand, this type of prepositioning of communications and/or assets could certainly be used for nefarious machinations — it really just depends on the motives and intentions of the people pulling the levers at that point. No need to speculate on what nastiness could occur if a group like this — with a vast amount of power and control over the response to ‘emergencies’ — was infiltrated by the Chinese Communist Party or Illuminati. Only 1/2 kidding about that last one. I’m not suicidal.
That said, in effect, the real ‘NCSWIC’ is the polar opposite of what the ‘Devolution Theory’ puts forward. All official continuity of government plans involve the continuity of centralized government, with no breakdown or suspension of the Constitution, nor any plan for any sort of martial law in order to work out ‘bogus claims’ of election fraud..

This has been coming into being for a while. My last few years in work was in contingency planning and I worked with my state EMA and the applicable FEMA region. This is a double edged sword for Americans, because (as you suspect/believe) the umbrella they’ve developed has worked to some extent in disasters; however, in a split second can be turned directly against us, and the connections are massive! I do remember Katrina well. The “national” FEMA guy was the worst ever in his supposed role! He was sent back to DC, thankfully, and allowed our region to continue much better with our response. When any single agency has the resources and connections like NCSWIC; and is definitely a tool of our masters, nothing good can happen in the long run when we’re in an information war. Of course, unless we dismantle them first! This is all leadership positions. The rank and file in this area are great folks.
“Bogus” claims of Election Fraud?
There was wide spread election fraud.

Fix2020 and maybe even before
